Nice Photo!! The emblem is a tactical emblem for a transport company and the IY plate is a civi plate. There are ways to track the area down as the IY denotes a particular area.

well I have a fair number of smolenske pics and the city is pretty distinctive. and of course the church in the background is a good landmark.

I can't see a divisional sign on it, the tactical sign on the right mudguard is for an Aufklärungs Abteilung while the pennant on the left mudguard (and the metal one on the bumper) indicate the battalion commander's vehicle. Alan
