The known facts:
The Air Force Unit (Luft-Nachrichten) with the letter as a sign
lay in 1940/41 in the Ernst-Casimir-Kazerne in Roermont / NL
The later unit, with the arrow as coat of arms, was also in France, Rusland, Hungary and Italy in use.

Can the crest be assigned to someone?

It belongs to a Wehrmacht Infantery unit and was fighting on the Western front in Belgium and France in mid 1940.
