Is this writing have any meaning? I mean is this a person name or is this a japanese language?

Doesn't seem like a Japanese name, might be the name of a place. Could also be left to right "E-Ru-Di-Yo" which doesn't sound like a Japanese name either.

Could it be the writing is "E-ru-gi-yo"? With the "gi" written backward like the "yo" one. Maybe a javanese wrote this because there's javanese name "Herugiyo". I guess in the early of the japanese occupation in 1942, mr. herugiyo as one of the new soldier in the japanese para-military got this helmet. And later wrote his name in katakana? And since he's still new in japanese language and alphabet, he wrongly wrote the katakana?

And is there any japanese unit wore an orange colored helmet?

Yes, the Di ヂ may actually be Gi ギ, they can look similar when trying to scratch it in metal.
