A Collani is probably my guess for sailors who did not want to have an embroidered eagle; this would be the option.
As Tim said before, they would have loops much in the same way that medals/qualification badges would be attached. This is my speculation on these.

No, I don't know really for sure. As Justin stated, probably on occasion where someone wanted to wear something other than an embroidered eagle but, it appears these were sewn on to the garment, so...a dressier shirt/blouse for mess dress or official functions? May be nothing more than a personal preference as some of these embroidered eagles look pretty poor in style.
Then again, perhaps a unit that was deployed for a long period of time (u-boat or auxiliary ships) away from Germany and the sailor could not get access to regular manufactured uniform items and improvised what he had available onboard. Would be interesting to see some in actual wear.
My eagle is pretty thin, hollow stamped and not solid, appears to be gilded aluminum and may be mounted the with the same small pins as yours. I can't tell as the eagle is pretty tight to the fabric.
