          I think he means „To my parents, in memory of my family.“
          His first name is Franz. The diminutive form “Franzl” points to Southern Germany (Bavaria) or Austria.
          Will be hard to find out more. Maybe the collar patches could help.

            Concerning the collar patches:

            Special collar patches were manufactured for the newly created SS-special units ... like SS-engineer units ... These displayed the respective unit. They were modified in 1934.
            Engineer units with the letter “P” and after 1934 with crossed pick and spade.

            (Für die neu aufgestellten „SS-Sondereinheiten“ wie [...] „SS-Pioniereinheiten“ („SS-Pionierstürme“) [...] wurden besondere Kragenspiegel hergestellt, die die jeweilige SS-Einheit anzeigten. Sie bestanden ursprünglich, wie bei der SA, aus einer Ziffern-Buchstabenkombination, die allerdings 1934 nochmals modifiziert wurden: [...]
            4. die Pioniereinheiten mit dem Buchstaben „P“ und nach 1934 mit überkreuzten Spaten und Spitzhake,)

            So Franz was probably Sturmmann in the SS-Pionierbataillon 14.
