Difficult to read but I will try it:

                  " Werner's Kamerad
                  Richtschütze Klingbrunner
                  in Graz

Many thanks! I zoomed in maybe we can fill in the missing words. This letter is kinda important as it belongs to the estate of the fallen young Kd. Werner H.

In an other context I found a Major Franz von Scheiger in Albania (!940): May be he is related with the Maj. named in the hand written report.
                      Here the text:

"Other factors included the inability of Martin Schliep to gather accurate information - the problem of language hindered this gathering process. Even at the height of the German occupation in 1944, there were never more than ten Germans in Albania who spoke Albanian. Another part of the problem, however, came from German carelessness. Throughout the 1940s, Major Franz von Scheiger, who not only spoke Albanian but had lived there for twenty years and had become acquainted with many of the major Albanian political figures, worked for the foreign ministry in Berlin. Scheiger was not consulted until Ribbentrop commanded his presence on 3 September 1943. Scheiger was immediately sent to Mitrovica, the German zone of Kosovo, to test the water and make contact with Albanian leaders. During the same week, Ribbentrop appointed the former mayor of Vienna, and the special representative of the foreign ministry for the Balkans, Hermann Neubacher, as his personal representative for Albania. Neubacher, then, was responsible for the coordination of this new policy - this was the extent of German political preparation for their occupation of Albania"
