officer candidate?

Greetings,
Are those shoulder boards Feldwebel boards with the double tress loops for an officer candidate but looped around the middle instead of the end like they usually would be?

You are correct in pointing out he is a Feldwebel and I could be wrong but I think those are slip on tabs to cover up the number of his unit.
