Kiwipom - yes your are right, that individual is Carl Eduard - a grandson of English Queen Victoria, and formerly the Duke of Sax Coburg and Gotha. He was stripped of his earlier British title (Duke of Albany) in 1916 after he refused to return to Great Britain from his enforced soujourn in Germany after inheriting the Dukedom of Sax Coburg and Gotha. Later, under the Constitution of the Weimar Republic, all German Royal Titles were forbidden - and so he was stripped of them as well.

From what I can make out in the photo, the Imperial awards seem to match what is listed in the Ranklist for him!
