I havent been though all 18 pages so it's probably been mentioned but Reinhard Heydrich was awarded this in 1936.

Excellent photos. Maybe the writing around the photos can give some clue to who this man is?

His rank is possibly RAD-Arbeitsführer...it's hard to tell but I don't see any pips on the shoulder boards.
