                              R.O.A. veteran badge?

I have this badge it seems to be silvered copper. The reverse of the badge is stamped "ROA 42".

Is this an R.O.A. veteran badge? Why Roman characters "ROA" and not Cyrillic "POA"?

                              Any thoughts most welcome
