Is there an order of precedence for 1939-era awards; or, is a lot of personal preference allowed? I would have thought the DKiS would take precedence over the EKI.

All EK awards take precedence over KvK type awards. Combat over service. He could have been awarded the DKiS without being awarded the KvK 1 & 2. Rare, but it did happen. Tom

Yes, the DKiS always ranked after the EK1 on 57er ribbon bars from what I have seen.
