I do know this from some bayonet collectors. The M over anchor can be found into the late 20ties.
For holsters of Parabellum pistols, the M over anchor can be found until 1932 !
I think it comes down to availability of new stamps......
A change in regulation sometime needs many years to be fully implemented and to reach the last company affected.
Same happened with the introduction for the eagle with swastika...needed also a couple of years.

Therefore the stamps can not be used for determining a production year.
Also please note the Anchor and M was already used before the imperial navy !
