Without known wearer, no pictures of tunic in wear, family connection, there is absolutely no way to be 100% sure its original sewn no matter how the sewing is.
Its completely absurd to say in 2015 that a tunic has an original sewn TDB without any other information on it as sewing on insignia can be very well done.

I saw the tunic at the Max. It is very well done, to the point that I would say it is very believable that it is period done. Would I bet my entire collection on that fact? Absolutely not without provenance.
I agree with what Daniel is saying. It is truly impossible to say.
It's a nice tunic, but you will never know for sure.
