I am by far no expert in this field, but the skulls look exactly like early Buntmetall pieces (like for example here: http://184.172.36.50/forums/showthre...=297355&page=4 , post #47, or here: http://www.panzertruppe.ch/#!early-versions/c1idv , early war version #6, You have to be a member to visit this site).
Can You feel through the fabric of the backing if they have two flat prongs sticking from the 3 and 9 o'clock position as correct for this type? At the piece from the Ratisbons auction You can see the outline of the prongs.
IMO the skulls are genuine. Can't judge the tabs.
