So the progression is:
best in town (ortswettkampf) goes forward for consideration for Kreissieger at county level and ultimately becomes the best from all towns within his county (Kreissieger im Ortswettkampf).
I am taking my information from Axmann's 'Der Reichsberufswettkampf' (published 1938) mainly and other sources in general.

To be honest, no matter which year such a document is for it will say Kreissieger, Gausieger or Reichssieger. The stages a winner went through to get there were always the same regardless of what the wording on the document is.
