Hermann Historica has a grouping attributed to Ernst Kaltenbrunner which includes his Blood Order # 4017. On a side note, there is a nice original 1st type Coburg Badge up for bid as well.

If you log on to Hermann's site you can see the entire grouping, including an interesting ring. I'm really not sure if the BO actually belonged to Kaltenbrunner because there's no way at this point to match numbers with names on the 2nd patterns. With that being said, he was awarded his BO in the early 40's so the 4017 number would be correct.

Correct Erich ,May 1942 it was awarded in fact.
That corresponds to the high issue number but as you rightly said it is not solid proof that this is his medal.
The medal is correct for its vintage. Personally I do not care for the finish,details and appearance of these awards in the 4000 range,even though they are legitimate blood Orders.
Unless I had some documentation to go with this to prove number 4017 was Kaltenbrunners I certainly would not be bidding the kind of money the reserve is set at !
I should imagine there must be some record of his Blood order issue number given who he was somewhere in his massive files?

On the listing, it says "Included is a notarised and attested statement of provenance from the family." I suppose that this statement is only for the ring and not the grouping?
The full text writes "Honour ring of the City of Vienna. Gold, with an applied onyx shield with partly enamelled city coat of arms and a continuous laurel décor with swastika. The inner surface with an engraved plaque "Ehrenring der Stadt Wien für Dr. Ernst Kaltenbrunner 30.1.1941", stamped number "11". Weight about 36 g. Included is a notarised and attested statement of provenance from the family."
