There is an English translation edition of the 1943 Döhle book? I would consider asking for a refund. Compare yours with the citations from my original German in my post #764. The November 6, 1936 date was stated as the date of the Hitler order creating it as an Ehrenzeichen of the party. Döhle then states the authority to issue was vested in the OFSA.

We know the right to wear it was when it was given out on Oct 16, 1932. And the list printed by the OFSA posted here reinforces the statement that the Oberst-Fuhrung SA controlled the issue. The question has been when was it made an Ehrenzeichen of the party.
