Yes indeed, #4 sure looks like Graf! Don't know how I missed that earlier! And of course both Graf and Drexler were Coburg Tragers.

A few updates on this subject. Shouldn't Josef Berchtold be listed as a recipient of the award (I'm not sure if this was noted elsewhere in this thread). "Illustrierter Beobachter" 45/1935 has an excellent section of photos of all the City Councillors of Munich, along with brief biographies which list the man's more significant awards, and he is identified as a recipient of the Coburg Badge there.
The man listed as "Alois Jegg" is possibly "Alois Zegg", aka "Vater Zegg", an old associate of Hitler. An interesting handwritten letter from Hitler to Vater Zegg appears in Werner Maser's "Hitler's Notes & Letters".
Also, that's not Anton Drexler in the photo posted yesterday. This man is too young to be Drexler, and doesn't much look like him - and, as far as I know, Drexler was never seen without his mustache. Is there any evidence at all that he received the award?
Somewhere I have that photo with at least the numbered guys identified. Hopefully I'll find it one of these days...Comment

Many thanks to jeffhan373 for his note. My reference to Drexler holding the Coburg Badge comes from one of my internal lists, but I cannot now recall where I picked that info up. His name does not appear on either the Obersten SA-Führung list or that by Robin Lunsden, so I must retract it. Thanks for calling it to my attention. And I agree that the person in the photo is probably not Drexler, though it does seem to resemble him (at least to me!).
I checked both the Obersten SA-Führung and the Lunsden lists for Josef Berchtold and did not find him on either. Also, Alois Jegg appears on both lists; neither list includes an 'Alois Zegg.'

Could the guy to the right of no. '3' (as we look at it) be Hermann Esser?
One other thing that strikes me as I look at the picture is the incongruity of the face of the individual on the far left of the middle row. It seems far more 'modern', not only in style but in the lightness in relation to the rest of the photo. Could it have been superimposed? This often happened in other photos, with Rohm in particular.Comment

Thanks for pointing out Hermann Esser on our right of #3 -- I agree! And I see what you mean about the lighting on the left side of the photo but to me it appears to be sunlight falling on that area; it also effects the person standing behind the man on the left end of the middle row. And if you look at the ground in front, there seems to be a shaded area over much of the photo's width, though the sun is coming through on the far left.
While it does seem odd that the man on the left end of the middle row is looking away from directly into the camera, a close study of the rest of the group will produce a number of other faces that were also not staring face-forward at the time the shutter snapped, either, though perhaps not as prominently as the man at the end of the middle row.

Here's some more Coburgiana.
The first two photos show men of 9th & 10th Companies , 3. Hundertschaft . Company 3 (taken at Coburg) includes Oskar Koerner and Jakob Grimminger (looking rather voelkisch in that hat). The photo of the 10th Company probably wasn't taken at Coburg but I thought I'd include it anyway. There certainly seems to have been a lot of picture taking during this event.
The next photo is of the first page of the program for the event...
Maybe the IB got it wrong listing Josef Berchtold as a recipient. I'll scan the image/bio. and post it.Comment

One of Hitler's Chief Adjutants and part of the "Inner Circle". He finished the war as
a Nominal SS-Obergrüppenfuhrer.
As the Reich collapsed, he was charged by his Führer to leave the Bunker and burn
all of the Private Papers remaining at both of Hitler's Bavarian residences: The Prinz
Regent Apartment Suites and the Berghof. The late Charles Hamilton, in his book
"Leader's and Personalities of the Third Reich, Vol. I" states that after the war,
Schaub went back to his previous profession, that of a pharmacist. He died in
