The Heer Beamte boards would normally have the HV cyphers while the Customs boards have the RFV cyphers. They certainly do look like Heer Beamte boards with two pips from the closeup. I have actually seen this before on a Heer style (active service Police green with French cuffs and collar of the same color as the tunic) Verwaltungs Polizei tunic that had Heer Beamte shoulder boards sewn into the seams. They also had no cyphers. I see this guy is a WWI vet with his 1914 IC 1st Class so perhaps he was a retread admin guy?

Seldom seen on Police Pickelhauben are leather chinstraps!! Very unique are the spikes for this kind of Pickelhauben (see example of a "normal" one out of my collection)
