"Verwarnung" - Warning notice
"Erschwerend hierfuer...." - Aggravating or complicating circumstances.
"Ausserdem" - besides, additionally
"fungierte" - functioned as

Basically, it's a warning he could be dismissed from the party, but since he played a role on 9 Nov '23 as a flag bearer & lookout, he's not booted out yet.
