This photo originated from an album of 3. Wurttemberg Field Artillery Regiment №49 and note Herr v. Marchtaler - he was a Württembergisches Kriegsministerium, correct? This makes me think so that the His Majesty in this photo is Wurttemberg king who also was a Wilhelm II but not a Kaiser.
