Its from a Polizei Soldbuch beloning to a KIA Meister-der-Gendarmerie (stationed on the eastfront).
Maybe it is the following item? they used these as handcuffs.

Das Ergänzungsamt der Waffen-SS teilte mit , daß der Regierungsrat John seine Meldung zur Waffen-SS zurückgezogen habe, da er inzwischen eine Einberufung zum Heer zum 7.10.40 erhalten hat.
Means John is enlisting in the Army rather than the SS ?
