Lederhosen, Loden hats and tunics are pretty common even today all over the "Alpenland" even outside Austria and Bayern, in particular around the "Volksdeutschen" areas as Sud-Tirol, North-East Italy and Upper Slovenia (in particular the Oberkrain, where these pictures were probably taken).
I saw others pictures (at least 4) of partisans wearing Lederhosen and Loden tunics arrested\killed by SS-Pol.Geb.Jg.Rgt.18 in Oberkrain\Upper Slovenia, so I think that kind of clothes were even more common at the time.
Regarding the cap Edelweiss, even if authorized just for the Polizei mountain troops was frequently used in great numbers by all the Polizei members, so yes, a Polizist with an Edelweiss on his M43 is not that uncommon.
