              Could this modified Horch vehicle with Saar plates be considered an armored recon or scout car?

              The sign says: "Klundert" which is in Holland.

                      This is just an "Attrappe" used for training, notice that the left mudguard has the WH painted on to show that the vehicle is a civilian vehicle taken into army service. Have a look on the link for many more such mock ups.

                              Yes, the name is "Ströppchen" which is mainly in the area Cologne a nickname for small kid.
