When you compare it to AH's pin, you can see that it's not that the "1940" was ground off; there are several small differences in detail indicating a different die. That variant without the date is still something of a mystery.

Thanks Terence. I guess yours is about 2 1/2 inches tall? It's apparently cast construction.
These show up in a bewildering number of sizes and variations for a single KM unit (the Küstensicherungsverband Norwegische Westküste). Here's yours next to the one posted by Albert, purportedly from Bartels estate but with no dimensions. And for comparison below that the larger plaque previously posted by Dion.
