I'm not sure if anyone really knows the meaning of these letters. Several references mention that it does mean, "Wilhelm II, Emperor of Germany, King of Prussia," but without further clarification of what each letter stands for. I always thought it was some kind of Latin phrase such as (and I'm purely guessing here) Wilhelm Rex Anno Volente. I do believe that the 'R' is for Rex (King), but I am still uncertain about the 'A' and the 'R'. You could be quite correct that they are simply the initials of the Empress Augusta Victoria. That seems to make sense to me.
