Looks like the shoulder straps may be hand tacked into seems. May be replacements or maybe we're loose. The NCO buttons are an obvious mismatch but not sure if that could be wartime or post ward if one was lost.
It almost looks like cuts or little tears to the sleeves at the seems near the straps but can't tell.
I think it's a real wartime period Senior NCO tunic for sure and the litzen looks original.

As for the straps, I would not be surprised if these were attached at the top of the sleeve just over the seam and folded really tight backwards - if so I expect the original straps to have been removed at one time and the current ones restored to the tunic.
