i know a few with steel on combattant ribbon.

steel on non comb = service at home
steel on comb = service in occupied countries but behind the front
bronce on comb = the same but service at the frontline.

steel on comb = often postmans, policemen, telegraphs and other "officials".

There were several additions to who gets which medal, and it's my assumption duos are the result of this process. A man who got the one, and then another after the regulations were changed.

I had a small butoniere recently which had two ribbons as well, see here:

I have some and have seen many, which doesn't makle me wonder. According to Nimmergut, opus magnum (vol. V), there were awarded:

      - 1.107.756 in "Bronze am Band für Kämpfer"
      - 341.949 in "Stahl am Band für Kämpfer"
      - 57.094 in "Stahl am Band für Nichtkämpfer".

We see, the "full noncombattant" medals are much scarcer than the steel medals on combattant ribbon.

PS: römischIX, that's not correct. It's somewhat more difficult, unfortunately. And I still don't know it by heart... =(
