Well I also though fuel drop tank or propaganda leaflet pod. But my next guess would be nuclear since most Soviet bombs have enclosed tail fins to promote stablization and accuracy. You wouldn't need that for a nuclear device.

I will go with HE (High Explosive).

It's a Soviet nuclear training weapon called the IAB-500 (we called them load shapes in the AF). The Soviet bomb was called the 8U49, had a yield of 20kt.

I'll give this one to Kevin, since looking up the nomenclature on the web would have taken quite some time (unless one happens to be an EOD troop or nuke weapons puke).
