It's a Soviet nuclear training weapon called the IAB-500 (we called them load shapes in the AF). The Soviet bomb was called the 8U49, had a yield of 20kt.
I'll give this one to Kevin, since looking up the nomenclature on the web would have taken quite some time (unless one happens to be an EOD troop or nuke weapons puke).
