Hi. Not a dumb question at all. Most of the forts are free to detect all you want, but many are on farmers land, and if you just ask the landlord you usually will get a permit as long as you do not make a mess...

Hello
It was not my intention to be to rued, but those digging should be informed about the rules before they dig. Digging is usually allowed, but taking with you some of the finds is not allowed.
If you are from Sweden you see it below. I cant translate it, but perhaps someone can.

I never in my life have heard of anybody getting in trouble of finding helmets, medals or similar ww2 stuff when metaldetecting in Norway.
The museums do not want rusty scrapmetal. The only worrys would be explosives or human remains. Those should be treaten by right kind of people. Most of those remains in earth are found in north of Norway

I wrote a little piece about the battle at Neiden last year

I know that all the way into the 80s and early 90s there was still much to find on the surface throughout North Norway. Today there is by comparison relatively little. You need to dig and you need very good local knowledge.
Still, i found 2 single decal helmets, a couple of MP44 mags, a close combat knife and a bunch of other stuff this summerCollecting German award documents, other paperwork and photos relating to Norway and Finland.
