This is another example of a tunic with pocket flaps sewn directly to the tunic body and not applied through the material with upper reinforcement. I remember when this was questioned before. I do believe it is just the tailor's style of pocket flap application. It is nice to see this variant and I think this has a fine chance of having originally applied insignia. Some stitching is not the best, but SS personnel were moved around and the SSB collar tabs may not have been the first set applied when the tunic was made.

It is of course very hard to tell when insignias was added and its true some were removed, resewn etc.
The tunic is quite worn, but gently, and soiled. The collar cloth shows more soiling than the collar tabs and a quite clear difference can be seen.
I also observe that this is a quite high ranking officer and I think he would have gotten a "new" fresh tunic in those early years rather than using that old worn one when promoted.

It could just be the photo that is hard for me to see the construction of the lower flaps. It is still a very nice tunic, either way.
