Tiflis in 1915 year was allready the part of Russian Imperia, at least 100 years before, and that is a Russian name of the town Tbilisi. All the other period ( after the revolution. Georgia take a part in the USSR.
The name on the tag most probably Jewish, but interesting, that the USSR takwe the part in the WW2 nafter the June 41.

You may be right, as Tiflis was a Georgian town until 1936 when the Communists took power (where he was born) so he may have been somehow related to this.
