Very briefly:-......
With the expansion of the Waffen-SS in 1939-40, it was decided to do away with their collar rank patches which confused Wehrmacht troops - they didn't know who to take orders from, who to salute, etc. etc. when mixed in with SS NCOs and officers. Rank was to be shown only by shoulder boards in the usual Wehrmacht style, with both collar patches (runes and TKs) showing mirror images.
In 1940, however, this order was rescinded as SS smocks were covering the shoulder boards and rank could not be ascertained from the boards alone. So they went back to the rank patches.
Mirror patches continued to be worn unofficially from mid-1940 until the end of the war by some TK vets.
