I got that photo about 10 years ago from Estonia. I thought he was an Estonian officer.
Few months ago I saw same picture in one Latvian forum.
Sorry stefanob, I forgot to e-mail you the picture with Latvian Army photos.
Still the same man like compared in original post? He was an officer (looks form the pict) before the war. So I doubt he was also a salesman. Previous military career would have been mentioned IMO plus he has M42 tunic lacking the rank of strumbannführer.

You may be correct, I am lacking technical details like that with head gear.
I would say a year or 2 in the SS could easily age someone 10 to 20 years in appearance.
