                I agree with Peter here.

I agree, the second portrait is much older than first.
The "older" is on "SS-Steel" by Kelly Hicks, pag 211 and maybe it's a pic of the end of the war...(or post war, it comes from Berlin National Archive)

I think they are the same, very distinctive features including hawk nose, feminine lips, hair and ears.
Age difference could be easily explained if first was early, say mid 1930's, and second was 1943-45.
Anyone would prematurely age going through what that man must have gone through.

                            same man

                            Thanks everybody for your help.

As you can see on the book of Hicks the "older" is Robert Wessel.
                            So in the book:
"He was a salesman before the war, but became Einsatzkgruppe A Liaison Officer to Army Group North during the height of the Einsatzkommando slaughter of "enemies of the Reich" during 1939-1941"

A document on the book citing Wessel's service in the SD in Riga from may to August 1942 as Sturbannführer.

I hope this can help you.
                            Thanks again
                            Stefano

Well, mid 1930's with this sidecap is not possible I think
