I'm going to say no based on the tunic itself, the collar tabs, the way the shoulder boards are sewn in and the attachment of the sleeve eagle.

This is a 100% original period conversion of a Dutch dress tunic. The material and the lining reenforcement stitching (basically padded shoulders) is text book period pre-war Dutch.
Originally it was a stand-up collar tunic with internal breast pockets showing only the flaps, but later war-time converted with a German collar, deep German style French cuffs and external patch pockets, which was very common.

Can't tell if the insignia is original to the tunic but its not a fake tunic! The sleeve eagle is most likely added based on the stitching (denazified tunic and restored?)

Dutch dress tunics were of very high quality and often converted for "best dress" use in German armed forces (Heer and even SD/SS as shown here) as they recognized the superior quality of these garments.

I like it with the SD-SiPo rank insignia, but it could have been restored like this based on the SS sleeve eagle application (sloppy)...
The SiPo shoulderboards insignia is the later (Polizei) style and would be correct if the tunic did not have NCO collar tresse, so its a transitional piece based on the rank insignia combination.
SiPo/SD often had open collar tunics but in a cold Holland winter, such a tunic would make sense!

Early SiPo-SD shoulderstrap insignia were waffen SS patterns with tresse for NCO's matching the collar tresse.
Later (1942) Polizei style shoulder insignia was adopted (as shown here) and they did away with NCO collar rank tresse...So that's a mis-match here....but it did occure... No problem at all!
NCO's changing the boards to the later style, but not bothered to remove the collar tresse per SiPo regulations...(a partial conversion basically)

Because Holland with controlled by the SS/SD, a converted Dutch tunic makes perfect sense.

From the photo I'd say the eagle was an original which has been re-applied but the photo's really not good enough.

indeed, the stitching is roughly done not in the tarditional zig-zag pattern.

                      Also poorly applied/re-applied.

Nick is spot-on ; definitely a DUTCH tunic period conversion .

The eagle can be hand-sewn ( I have 1 period applied to a similar Dutch tunic ) , but this one looks too sloppy for period work .
Most of these had there eagles removed postwar , along with any SS-runes - so be glad this one is S.D.

                              Very , very nice ..

Any chance of sending it " home " ?
