Actually, it is SS-Totenkopfverbande. It was worn by the administrative staff of the commandant of the camp.
However, I do not think this piece is original. The piping is incorrect; it should be 2 rows aluminum and 2 rows of black. The bullion looks different from what one would expect in the 1936 era, the golden years of the III Reich, and the wool is inconsistant from the wool-felt badge cloth used.
