Hi Jos,
This is an interesting thread for me, as I've stumbled upon this insignia only rarely. Please see the below cap, which may be the only piece of headgear I've ever seen this insignia on. I had thrown this picture into my archives a while back, and it looks like I saved it as a Technical Officer's Visor Cap.
Is this incorrect? This isn't in my collecting focus, so I've really no idea on this. More of a curiosity than anything.

Original but intended as a breast badge....as pointed out correctly by the other contributors!
These were post war pinned on caps for collectors!
Probably done so because of the pins...so it was assumed that these were intended for LW caps...
and maybe they were intended for caps initially when designed during the war ,
but never worn like that... Its a jacket badge for sure!

Gentlemen - You may all be correct, but so far the only thing we have seen (and what judgment is being based on) are photos of enlisted grade personnel in this branch. I would like to see a photo of an officer, with a visor cap, to eliminate the possibility of this badge being worn as a cap device.

but ALL period images prove its a breast badge... but true only enlisted images have surfaced so far.... Sometimes worn in conjunction with a regular LW breast eagle
(here denazified in image)
and look at that LW visor with officer's quality bullion cap insignia!
