Nice picture, the specialist insignia is for a weapons control foreman torpedo gunner, used until 1940.

Hi Fred, the rank was identify by the career and rank, and in this case is a seaman carrer (Bootsmann) with Obergefreiter rank, the specialist badges are not included in the rank designation
