it is indeed actually light blue, not sanded down black and I can asure you that it wasn't done post-war.
And no, the price wasn't at a premium.
For what it's worth, it was never presented as a volunteer helmet, just as a helmet that had a scraped of decal on the national colors side with blue specks of paint remaining.
