Sturm Wrapper

I have had this for awhile and thought I would take some pictures for some opinions. I have some questions about the wrap that I hope someone can answer.

Would the skulls be original or replaced with the pins going through the collar?

Can anybody tell where this was manufactured by the numbers?

Whats a good book that helps with identifing places of manufacturing?
