It was formed in Jan 1944 not Feb. There is a section in the first volume of the Angolia Schlicht series around the middle of the book.

Thanks so much for laying it out here as I honestly did not realize it. I will go into my copy of the above and check it out. I had owned a tunic with those devices and maybe light blue or light blue/gray board piping, about 35+ years ago. I had always assumed based on the information around then that it was supply probably due to a bad translation of TSD and I did not know that even that was not stood up until 1944.
