Totally agree with blinky!!! Contact the his state IRS and see if he is still operating under his stores Seller permit and has a tax number. The first thing he needs to do if he is no longer a business is revoke /turn in those two items.
If they are no longer valid I would say too bad, If they are valid, he is still a business!!

IMO $1200 would be a fair price for a good and nice M43 combat pants. You should ask for pictures and post them on the WAF.
