They look to be an Oberstleutnant (Lt. Col.) of Artillerie; would need better Fotos to go from there.

More likely LW Flak/Artillery. The set up with the snaps may be for a jacket so they can be easily removed.

Any approximation on the value? I am being offered them for $40, I think I will go ahead and get them then.
