They used what they had on hand for all insignia and wool chevrons were also used on HBTs. All of the jackets I have seen that are Vet bring back (+-4) also had wool boards.
More sleeve rank was made in HBT as it was also used on the Drillichs for training which did not have boards. I do not know if there were ever produced or not but you also see wool boards and tabs as common in period photos
