Waffen Rock Staff tunic

I am just not completly convinced this is a humped up Vet. From everything I have seen and read I am betting on original Staff officer. Sounds like the nut bag that had it may have removed things but sounds more like he may have put the same stuff back where it came from, makes us cringe, but his own affair at the time I guess. But I really am leaning toward the orginal Staff officer.
