Wow I was right, totally pulled that one out of thin air. The one thing I noticed was the bottom of the anchor was pointed where all the others were rounded.

Note of caution: I soaked the badge in hot-water for 15 min, backing came right off. It looks much more promising now, exposing the bullion like period examples. The stitch work is very good for a repro.
If a shady character was to do this, it would make it easier to fool someone not schooled on these badges.
The back of the repro (with the bullion exposed) will fail the black-test just like the front.

Here is a photo with the badge in wear.
I'm not sure where I downloaded this picture from. I like the look on the soldiers face. Looks as if he's been "volunteered" by the guy looking down.
