Yep! This is them! It is interesting that the Collector's Guild had them listed as Reserve EM Flak straps.

Can you shoot me a PM regarding the lineage of these straps? Were they from an advanced collector, another dealer(before the Collector's Guild), or a veteran's family?

I still think that the cap is related to the Penal units. Very cool cap. It would look great displayed with the insignia(with badges replaced).
