It is not a drill tunic, maybe a cooks jacket?. It looks like WW2 period materials, look at the HBT material lining the collar, eagle looks real does'nt it? I am asking because I do not know never seen another one like it. I got it several years back with a HJ pin and an early flak badge. The insignia and badges are worth more than I paid for it back then.
