One sided black and white forked pennant with swas. Marked as SS?

It's laying on a black piece of fabric it's just the white piece and one sided.
Not my pics or item, just curious about it.

Appears to be marked 'Deutschland' and the ruler at top is 1 ft (12 inches).

Hello Brian:
IMO, based on odd construction & bogus markings.
Previously on the WAF back in Oct 2012 in t=624402.
I've also seen these many decades before, something
that never existed in WW2 as shown, but rather a total
fantasy version based on the RKF without red field color.
.....OFW.....
